Wolfforth-Carlisle 230 kV Transmission Line

The proposed Wolfforth-Carlisle 230 kilovolt (kV) single circuit transmission line project will address reliability issues in Lubbock and Hockley counties including overloading on other transmission lines in the area. The proposed project consists of approximately 13 miles of new 230 kV transmission line depending on the final route selected by the Public Utilities Commission of Texas. The 230 kV line will run between Xcel Energy’s Wolfforth Substation, located on Farm-to-Market Road (FM) 1585 just west of U.S. Highway 62 in western Lubbock County, and the company’s Carlisle Substation, located in the western portion of the city of Lubbock at the intersection of FM 2255 and Quincy Avenue. The project includes expansion of the Wolfforth and Carlisle substations.

Xcel Energy filed a Certificate of Convenience and Necessity application with the Public Utilities Commission of Texas in August, 2014. On September 24, 2015 a Final Order from the Commission selected Modified Route L1 as the route for the proposed project. The 230 kV line will be constructed of single pole steel structures. The structures will be 80 to 140 feet tall with a 90-foot right-of-way; the distance between structures will be 600 to 900 feet.
