NE Hereford-La Plata 115 kV Transmission Project

The NE Hereford to La Plata project consists of a single circuit, 7.5 mile 115-kilovolt (kV) electric transmission line between the existing NE Hereford Substation and the new La Plata Substation, both located in Deaf Smith County, Texas. The transmission line will run between the existing NE Hereford Substation, located 3.5 miles northeast of Hereford, Texas in Deaf Smith County, and the new La Plata Substation, a half mile west of the existing Centre Street Substation, south of County Road 7, near the western portion of the City of Hereford.

The transmission line will be constructed primarily with single-pole steel structures, which require a smaller surface area than H-frame structures and eliminate the need for guy wires for corner structures. The line will be constructed entirely on new right-of-way (“ROW”) with a proposed easement width of 70 feet. In some circumstances, a wider easement may be necessary.

On February 19, 2014, the Southwest Power Pool approved the issuance of a Notice to Construct the line. The project will improve reliability and meet growing electricity demand in the area.

The Texas Public Utility Commission (PUC) granted a Certificate of Convenience and Necessity (CCN) for the line in March, 2016. The total cost of the project, including the transmission line and substation costs, is estimated at $14 million.

Construction began in 2017, and the project was energized in March, 2018.
