Ochiltree-Lipscomb 115 kV Transmission Line Project

The Ochiltree-Lipscomb 115 kV transmission line project was placed in-service on June 22, 2016. The project consists of 19.5 miles of new transmission line in Ochiltree and Lipscomb counties, Texas. The 115 kV line connects the existing Ochiltree Substation north of Perryton to the new Lipscomb Substation in Booker, which is located at the intersection of Edinburgh Rd (State Highway 23) and East Industrial Avenue (State Highway 15). The project also includes a new connection to the existing Wade Substation located between the Ochiltree Substation and the new Lipscomb Substation.

The project will improve reliability of Xcel Energy's existing system in Ochiltree and Lipscomb counties and will allow new load on the system in the Perryton and Booker areas. The line will also mitigate low voltage and overload conditions should the Hitchland-Ochiltree 230 kV line go out of service. An existing 50-year-old, 69 kV line segment between Perryton and Booker was removed as part of this project. A Certificate of Convenience and Necessity application was filed with the Public Utility Commission of Texas in May 2013 and approved by the Commission on November 4, 2013.

The 115 kV is constructed with single pole steel structures. The structures are 70 to 140 feet tall with a 70-foot right-of-way.
